Merit-based, publicly-funded scholarship Can be used at proprietary schools approved by the LA Board of Regents.

Eligibility is determined by achievement in high school.

Tops is administered by the Louisiana Office of Student Financial Assistance (LOSFA) for the Louisiana Student Financial Assistance Commission using the Louisiana Award System.
